Now that the CINEA 2017 Call has closed, COOPANS would like to acknowledge the significant contribution of CINEA (Climate, Infrastructure and Environment Executive Agency) in the development of the COOPANS ATM System. .

The COOPANS Builds B3.6, B3.7, B3.8, B3.9 were partially funded by CINEA 2017 implementing SWIM solution in COOPANS ANSP’s and by the General Pilot Common Project (precursor to Common Project) Compliance grant award.


The use of public funding in support to ATM modernisation activities contributed significantly to achieve the framework and requirements for a SWIM (System Wide Information Management) integration platform. As a pilot SWIM-service the AF5.6 EAMAN (Extended Arrival Manager) was analysed, developed and implemented and the COOPANS common ATC-system was upgraded with SWIM functionality. The project contributed with valuable experience and knowledge in the update process, handling EAMAN standards and aiming at improved interoperability.


Included in the general Common Project compliance were improvements to the COOPANS platform, related to PCP AF3 requirements.  These developments expanded upon the existing Free Route Airspace capabilities already deployed in the COOPANS system. They also included improvement to MTCD (Medium Term Conflict Detection) processing, increased sector flexibility, the deployment of a Tactical Controller Tool and a general increase in system capacity to meet the increasing traffic demand.


Additionally, B3.9 introduced a Final Approach Separation Tool (FAST) with the objective of streamlining traffic flows in complex TMA environments.


The Builds were implemented on a phased basis from 2018 to 2024.
